(lxiii) Recommendation that actective allowance

should be retained for the Detective Branch of the Police in addition to a varying allowance in lieu of uniform. (paragraph 63).

(lxiv) Recommendation that the payment of outfit

allowance to overseas officers should be discontinued but that reasonable advances against salary should be made. (paragraph 64).

Recommendation that family or children's allowance should form a part not of permanent omoluments, but or high cost of living allowance. (paragraphs 65 and 66).

(lxvi) Recommendation that Government should

consider the provision of free primary education for the children of all permanent Hong Kong residents and of generous
